Join us for the 3rd Congres des Ingenieurs, Architectes et Techniciens Haitiens (CIATH) Envirotech 99. A Conference on the Environment of Haiti to be held at Villa Creole in Petion-Ville, HAITI, NOVEMBER 22nd-25th, 1999. Organized by CIATH, HAES (Haitian American Association of Engineers & Scientists), and FIU (Florida International University Geology Department).

CALL FOR PAPERS AND PRESENTATIONS

The 3rd Conference organized by the Congres des Ingenieurs, Architectes et Techniciens Haitiens (CIATH) and the Haitian American Association of Engineers and Scientists (HAES) will be held in Petion-Ville, Haiti, between November 22nd and 25th ,1999. Its main focus will be: "How to rehabilitate the environment in Haiti" in the context of human, financial and other resources available for restoration, formated as a follow-up to the Conference on the Environment organized by the Haitian Ministry of Environment in December 1998.

Main topics of concern will be primarily as follows:

A. Land conservation strategies - 1. Reforestation programs or projects; case studies.- 2. Exploitation of forest resources for firewood and charcoal; land clearing for small- scale agriculture.- 3. soil erosion and means of conservation applicable to particular types of terranes, including slope protection and reclamation of mines and quarries . -4 . Local participation in land use projects - 5. Other.

B. Water resources-- 1. Hydrology and hydrogeology: water quality and means of protecting specific sensitive watershed areas, water pollution control vs disposal of excreta and wastewater as well as better delivery systems for domestic industrial and agricultural water uses.- 2..Water conservation and development; wastewater reuse.- 2. Coastal and marine resources.-. coastal stability and biological diversity protection as applicable to specific areas. - 5. Other

The programme will comprise of oral presentations in plenary sessions, poster presentations, as well as workshops or discussion groups with all participants, including those who did not have formal scheduled presentations. All oral presentations will be given 20 minutes, including 5 minutes for questions and answers. Posters will remain on display for the duration of the conference, and special time will be alloted for their discussions. Abstracts can suggest a technical paper, a poster or slide presentation, a panel discussion, a lecture for university students, a workshop or an interactive session with the participants. Potential moderators are requested to provide a statement defining the workshops in which they want to participate, as well as their overview of the subjects. All abstracts received will be acknowledged immediately; acceptance will be notified by August 31st. Selected authors will have until September 30th to submit a full text of their papers or statements. Abstracts and papers may be in French, or English. Presentations may be in Creole, French, or English. All presentations of the Conference will be published in a special Proceedings, and final publication is projected for Fall 2000, after normal review procedures .

Background

The Congres des Ingenieurs, Architectes et Techniciens Haitiens (CIATH) is a non-profit, non-political international organization dedicated to encouraging and fostering the involvement of Haitian nationals and friends in the development of Haiti. Since its foundation in 1992, CIATH has sought to provide avenues for engineers, architects, technicians and scientists, living both in Haiti and overseas, to reflect on various development issued, advise and assist various national and international entities through practical and progressive recommendations.

One of CIATH's major activities is the organization of a technical conference on Haiti every two years. The first conference (CIATH1) took place in New York City in the summer of 1994. This unprecedented event gathered more than two hundred Haitian professionals, including members of the three engineering associations from New York City, Montreal (Canada), and South Florida. TELECOM '96 (CIATH2) focused on telecommunications and information technology. It was held in Port-au-Prince in December 1996. CIATH's Administrative Committee has commissioned the Haitian-American Association of Engineers and Scientists (HAES) based in South Florida, to plan and organize the third conference. CIATH3 will center on the environmental restoration of Haiti, hence the name Haiti EnviroTech '98. Since the event was postponed in 1998 because of the aftermath of hurricane George, hence the new name Haiti Envirotech '99.

Overview of Haiti's Environment

When the Europeans arrived in Hispaniola five centuries ago, the island was called "the pearl of the Antilles", because of it natural resources, its wonderful climate and the incomparable beauty of its landscape. Today, the ecological problems of Haiti constitute a "national emergency" and an international environmental concern. This ecological crisis is evident in both urban and rural areas of the country. Experts attribute the increasing scarcity of natural resources, the soaring disappearance of the country's forests, the reduced agricultural production capacity of the land and the growing incidence of natural disasters to the constant degradation of the environment. The following figure among the most pressing environmental concerns of Haiti. Deforestation. According to a 1993 USAID report, Haiti is only 3% forested, compared to 63% in 1923. Haiti's forests may have irretrievably lost their economic significance as a renewable resource. However, they must be restored as much as possible to protect their ecological function and their importance in sustaining agricultural production as well as hydroelectric output. All but five of the 30 major watersheds are severely deforested, and eroded top soils slide down into the Caribbean Sea, choking marine life 20 miles outwards. It has been estimated that "if the present trend continues, only the pine forest will remain forested by the year 2008" (Environmental Profile, USAID, 1985). More than 70% of Haiti's energy comes from firewood and charcoal, which is made from trees. Scarce land resources. Only 30% of this mountainous country has a slope less than 10%. Good agricultural land is already scarce, but every year erosion destroys 6000 ha. Slash and burn agriculture has contributed heavily to deforestation. Haiti has one of the world's highest population densities relative to its arable land, almost 700 persons/sq. km. Water resources. Annual precipitation varies from 300 to 3000 mm., which is adequate on the average, but because of various causes (including high runoff rates), surface water base flows are decreasing rapidly. Groundwater resources need to bre adequately inventoried and protected from watershed erosion. Environmental health. "The two most pressing pollution related issued in Haiti are the increasing population's need for (1) a safe water supply; and (2) sanitary methods of disposal of human wastes" (USAID), ibid). There issues have reached critical proportions in some urban areas, particularly the Port-au-Prince metropolitan area, which, additionally, faces enormous problems of stormwater drainage, solid waste disposal and air pollution caused by vehicular traffic along congested main streets.

Conference Themes and Expected Results

Lasting solutions to these problems must be found before it is too late. The restoration of Haiti's environment will require comprehensive and practical efforts, with the involvement and support of both Haitian national and friends. Through technical presentations,workshops and forums, CIATH3 hopes to contribute to the restoration effort by reinforcing the understanding of the issues, highlighting past and current experiences and outlining possible solutions. These discussions will focus on the following topics: A. Land conservation strategies A.1 Reforestation programs or projects. EnviroTech'99 aims at concrete results, in addition to the current status in each topic. To that end, presentations and discussions will be geared towards recommendations for long-lasting and sustainable restoration and mitigation of current environmental problems, and develop recommendations that can lead to projects of social, economic and physical development. In addition, the conference will feature significant environmental projects being implemented or planned by grassroots organizations. Moreover, the Envirotech 99 comittee will attempt to foster a forum to advocate for future student's contest designed to encourage Haitian youngsters to participate in their country's revitalization.
